Shorter NY Times: Really, Rudy’s going to run – he’ll just never say it in public.
I’d love to do a close reading of this article on Rudy Giuliani’s considerations to run, but I’m unfortunately on my way out the door. Giuliani’s formed an exploratory committee and he would be the first Republican candidate to form a PEC and not run in this election cycle. Forming a PEC is tantamount to running these days, which is why we included all candidates who’ve formed a PEC in the TRF Power Line rankings alongside candidates who’ve formally announced.
There may be good reason for Giuliani to slow roll his announcement, according to Republican super-consultant Frank Luntz.
Frank Luntz, a Republican consultant who is not now working for any of the presidential campaigns, described Mr. Giuliani as “the only candidate who can set his own timetable, because he is so established in the minds of the voters.”
The longer the timeline Giuliani’s formal candidacy exists on, the more likely it is that Republican voters will hear more and more about his liberal social positions, his dubious business dealings with characters like Bernard Kerik, and his failures as mayor of NYC before 9/11/2001.
It is also worth mentioning that Giuliani back out of a bid for the NY Senate seat in 2000, despite having raised significant funds. I’ve always assumed that he backed down from running against Hillary Clinton because a defeat would have ended his political career. I don’t think Giuliani will back down again — he’s a top-tier candidate who can make a serious run for the nomination.

Giuliani would be the first Republican. Senator Evan Bayh (D-IN) formed a committee and within weeks, withdrew from the race.
